Meet Our New Market Leaders: Carl Jackson and Kurt Lysne
At Moore Engineering, we’ve spent the last 60 years continually looking for better ways to better serve our clients. We believe that by building strong relationships and delivering quality solutions, we can positively impact the communities we serve. That’s why we are excited to announce the creation of a new position at Moore Engineering: Market Leader.
The two individuals that stepped into the Market Leader position will play a key role that will help us serve clients with best-in-class service as we expand our regional footprint. The Market Leader will be the primary spokesperson for Moore Engineering in their assigned market, cultivating client relationships and establishing new ones.
We’re proud to introduce our first two Market Leaders: Carl Jackson and Kurt Lysne. Carl and Kurt are experienced engineers and leaders with decades of experience. They have extensive backgrounds in client services, project delivery, and technical expertise in various fields of civil engineering. These two gentlemen are the personification of our values of respect, integrity, accountability, loyalty, and kindness. We have no doubt that our clients will find Carl and Kurt to be trusted partners as we work to deliver successful projects.
Carl Jackson, PE
Carl Jackson is our Market Leader for the western North Dakota region, which includes Bismarck-Mandan, Minot, Dickinson, and Williston. He also covers neighboring South Dakotan communities including Mobridge and Rapid City.
Carl joined Moore Engineering in 2023 after spending the previous 21 years as a consulting engineer. He has a degree in civil engineering from North Dakota State University and is a registered professional engineer in North Dakota, Montana, and Wyoming.
Carl has an extensive background in client services, leadership, and project delivery. His dedication to quality, attention to detail, and ability to build long-term client relationships make him an excellent asset to the Moore team. As a project manager, he has proven the ability to lead large-scale transportation and utility infrastructure projects that require close team coordination and stakeholder involvement.

My goal is to collaborate with sector leaders to implement a regional strategy that enhances the breadth of services offered to existing clients, optimizes our local presence, and identifies new opportunities to connect teams with customers who will benefit by partnering with Moore Engineering.”
Kurt Lysne, PE, CFM
Kurt Lysne is our Market Leader for the eastern North Dakota region, which includes Fargo-Moorhead, Grand Forks-EGF, Wahpeton, and Valley City. He also covers much of the Red River Valley in Minnesota.
Kurt has been with Moore Engineering since 2006, after interning with us during the summers of 2004 and 2005. He has a degree in civil engineering from North Dakota State University and is a registered professional engineer and certified floodplain manager in North Dakota.
Kurt has more than 16 years of experience with Moore Engineering, serving in various roles. He recently transitioned from his position as Office Manager, where he was responsible for the day-to-day operations for Moore Engineering’s eastern North Dakota offices. He also serves as the Engineer for several Water Resource District clients, which will continue in his new position. Before that, Kurt managed Moore Engineering’s Water Resources group, providing management and technical oversight for some of the largest and most complex water resource projects in the region. Kurt’s technical background includes the design of dams and flood control projects, drainage design, and urban stormwater modeling.
Kurt is looking forward to continuing his work with Moore Engineering’s clients and team members in his new role as Market Leader. He says:
“I really enjoy connecting our team with our clients and watching them show their experience and expertise. We have talented folks that do a great job. This role will have the important task of participating in local business and service organizations to ensure we are connected in our communities and contributing in meaningful ways. This naturally builds connections that can bring more people together through mutual relationships. We can lean on these relationships to benefit our clients.”
